CALIFORNIA UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING PROCESS

The entire Pomona Unified School District has become subject to the California Uniform Public Construction Cost Accounting Procedure (CUPCCA) and no department will be exempt from this process.  The following procedure must be adhered to for any and all public work projects:

  • Any public work that meets or exceeds $1,000 or more must meet SB 854.  This means all contractors or vendors doing public works for the District must fill out a PWC-100 Contractor Data Form.
  • When public works projects of any kind meets the threshold as defined by the California Uniform Public Construction Cost Accounting Guidelines, the District must use contractors that are listed on the District CUPCCA and are defined by the contractor’s license class.  This list will be available electronically for all to view.  If a license class for a particular contractor is not listed on the District's CUPCCA list, the contractor must be added to both the CUPCCA and the PWC-100 list prior to performing work of any kind.
  • For any public works projects that meet or exceed $25,000, an internal formal bid process is required.  This process may consist of a simple prequalification, bid package, bond (as defined by code) and field or other contract agreement.  Also as a part of this process, a notice will be sent to the District’s area Construction Trade Journals informing them of any pending project that meets or exceeds dollar limits as set by the California Uniform Public Construction Cost Accounting Commissioners. 
  • The District will update any and all documents that relate to any legislative updates or process changes, (as it relates to the California Uniform Public Construction Cost Accounting procedure and SB 854).
