Mission

The Department of State & Federal Programs (SFP) is committed to supporting students, staff, parents, and the community by providing training, technical assistance, and program oversight. Through collaboration and continuous improvement, the department ensures that state and federal resources are strategically aligned with district priorities to promote equitable access, strengthen educational opportunities, and improve student achievement.

Overview

SFP supports the district, schools, and educational partners through the following areas:

• • Local Control and Accountability Plan (LCAP)- Coordinate educational partner engagement and gather input from students, families, staff, and the community to ensure district goals, actions, and services reflect local priorities and support positive student outcomes.

• • • • Educational Partner Learning Walks- Facilitate learning walks that provide opportunities for staff, families, and community members to observe LCAP programs/ services in action and engage in meaningful conversations about the implementation and effectiveness of such LCAP-funded initiatives that support student achievement and family engagement.

• • Title I and School Plan for Student Achievement (SPSA)- Provide guidance and support to schools in developing, implementing, and monitoring their School Plan for Student Achievement (SPSA), ensuring that Title I resources are strategically aligned to address student needs and improve academic outcomes.

• • Equitable Services- Ensure eligible private school students, teachers, and families have access to equitable services and resources funded through applicable federal programs.

• • Federal Program Monitoring (FPM)- Provide technical assistance and support to schools and departments to ensure compliance with state and federal requirements and promote effective program implementation.

• • Parent and Community Engagement- Build the capacity of parents and families by providing training and support for advisory groups, including School Site Councils (SSC), Parent Advisory Committee (PAC), District Advisory Committee (DAC), and School Advisory Committees (SAC). Promote meaningful engagement in decision-making processes related to the LCAP and SPSA.

• • State and Federal Reporting- Coordinate required state and federal reporting processes, including the Consolidated Application (ConApp), and maintain documentation to ensure accountability and transparency in the use of public funds.

• • Other Grants and Programs Support- Provide oversight and technical assistance for a variety of state and federally funded programs and grants, including:

      • Literacy Coaches and Reading Specialists Educator Training Grant (LCRSET)
      • Learning Recovery Emergency Block Grant (LREBG)
