Background

In 2013-14, California introduced changes to educational funding with the Local Control Funding Formula (LCFF) and the Local Control Accountability Plan (LCAP). The LCFF creates funding targets based on student characteristics, such as English Learners, Foster Youth, and Low-Income Students, and provides greater flexibility in how these funds are used to improve student outcomes. The LCAP is the school district’s plan, prepared in collaboration with its stakeholders, on how funds will be spent to provide high-quality educational programs.

 

The State established eight priorities which each LCAP must address: (1) Student Engagement; (2) Student Achievement; (3) School Climate; (4) Basic Services (Williams); (5) Common Core State Standards; (6) Access to a Broad Curriculum; (7 ) Parental Involvement; and (8) Student Outcomes.

The State’s eight priorities fully align with PUSD’s Promise of Excellence, a five year Strategic Plan of continuous improvement and optimal use of resources to ensure student success through the development of staff, partnerships with families and community, in order to promote a culture of excellence.

Guided by both State priorities and PUSD’s Strategic Plan, the District asked the essential question, “How will the Local Control Accountability Plan support PUSD’s goal to close the achievement gap for English Learners, Foster Youth, and Low-income pupils and ensure that all students are college- and career-ready?”

 

Using surveys and multiple meetings with stakeholders, three overarching concepts emerged: 

• Academic Achievement: All students will demonstrate achievement of rigorous
  academic standards through high quality instruction and learning opportunities.

• Qualified Teachers & Staff: Student learning will be supported by qualified teachers and staff.

• Safe & Equitable Learning Environment: All students will access safe and equitable learning environments and differentiated support systems that promote college- and career-readiness.
